For boys: Use the waist measurement as a priority as boys have a larger lower torso around their stomach.
For girls: Use chest measurements as some girls have more developed busts at a young age.
Do note that the measurements in this chart are of the product, not of their body. For accuracy, choose a size that is at least 1 cm larger than your body measurement. The lesser the gap, the tighter the fit.
